About the Author: Bill Phears is an origional Tuskegee Airmen, a retired Air Force officer and is a professional engineer with anvanced degrees in Management and Environmental Engineering. He is a patented inventor and is the author of three books. After completion of military service, he completed a second career as a Public Works Commissioner where he was selected as one of the Top Ten Public Works Engineers in the country. He belonged to several professional organizations and is listed in Who's Who in Black America. His extensive travel included projects in several countries in Africa and the Caribbean Islands.
