The Port Authority s response to Mayor Lindsay s request for a major study of passenger ship operations in the Port of New York and to formulate a program for the development of modern, efficient and attractive terminal facilities for passenger ships on Manhattan s Hudson River waterfront. Even though trans-Atlantic passenger travel was diminishing, the traffic on cruise ships was increasing enough to warrant at least a study of improved facilities (which were never built). Ironically the proposed new piers, as rendered, almost resemble exactly modern cruise ships in size and design; any passenger ships shown are now ghosts.
