More and more, mental health care is being delivered by various community-based service agencies instead of total institutions. Furthermore, the service needs of a client population are continually changing, and depend upon the relative functioning of the population, which depends upon the efficacy of the services provided. The author has developed a resource planning and allocation model to provide CSS administration and planners a tool to address the relevant tradeoffs with regard to resource planning and allocation. This model presents a framework in which to structure the resource-allocation decision facing CSS managers, with three components: patient aggregation, design of programs, and measurement of performance. In addition to discussing literature and related research, the author provides a hypothetical example using this data to illustrate various types of measures that might be used.
