Furthermore, the service needs of a client population are continually changing, and depend upon the relative functioning of the population, which depends upon the efficacy of the services provided. Finally, the availability of resources is becoming scarcer, and is more closely scrutinized. The author has developed a resource planning and allocation model to provide CSS administration and planners a tool to address the relevant tradeoffs with regard to resource planning and allocation. The author proposes a multi-period resource planning and policy evaluation model to aid CSS administrators in making their resource-allocation decisions. This model presents a framework in which to structure the resource-allocation decision facing CSS managers, with three components: patient aggregation, design of programs, and measurement of performance. In the model, the author presents a conceptual framework for categorizing patients and services, and specifies the necessary data for the model for this framework. In addition to discussing literature and related research, the author provides a hypothetical example using this data to illustrate various types of measures that might be used.
