He has been a technical adviser to several governments on anticorruption policy, including the development of national anticorruption plans and police anticorruption and reform strategies. He has also been a professor of development studies at several universities in North America, Africa, and the Caribbean. He has published many books on the subjects of governance, policy, corruption, and development, particularly in Africa and the Caribbean.
