Published as Notice number 2431 issued by the ??? "Ministry of Communications" in December ???? (1921) to replace the previous rates issued. These new rates came into effect on January 1st 1922. The rates were arranged by countries' name alphabetically. The newly revised foreign postage rates are in three parts. The publisher, the ??? "Ministry of Communications" or "State for Communications" was founded in 1885 and was merged with Railway Ministry in 1943.
