About the Author

Alex B. Makulilo, Dr.jur. is Senior Lecturer of information and communi-cations law at the Faculty of Law, Open University of Tanzania. He is the author of numerous contributions published by internationally renowned journals. Makulilo is currently a post-doctoral research fellow at the University of Bremen, Germany.
