We must try to ascertain if it is possible to simplify and streamline the administration of these programs without first simplifying the eligibility requirements and benefit conditions.
Any program, no matter how well administered, can have instances of fraud, ineligibility, and error. SO we expect to learn that some workers have encountered some fraud and made some errors them selves. The real question, however, is at what cost, given this complex ity, can the system be run so that a balance is achieved between ad ministrative control and fairness to the recipient. And, can anyone accurately and fairly administer a system with so many items to check, so many conditions for eligibility, and so many overlap-ping programs?
