Marked Official Use Only but it is understood that with the passage of time, and with the occurrence of subsequent decisions (and the pre-decisional sensitivities associated with this study) that this limitation no longer applies. In September 2005, NA-10 chartered a study of tritium facilities across the NNSA weapons complex. The scope included manufacturing, R&D, and Storage. The study was chartered to develop options for consolidation of tritium capability and analyze their relative costs and benefits. the study was conducted within a context of the recognition that the future weapons complex must be more consolidated, efficient, and responsive. Options for consolidation were narrowed from an initial list of all possible options. The options for the 2012 time frame assumed a workload based on then current requirements and the 2006-0 P&PD. The 2030 options were broken into two cases, one for a stockpile with requirements on the order of one half then present requirements, and another for a stockpile on the order of one quarter of then present requirements. Production was understood to be tritium recycle and reservoir refilling, inert filling, tritium gas transfer surveillance, related process development, and shelf storage programs then currently at the Savannah River Site. R&D was understood to be design agency tritium support, tritium R&D, and test readiness support. The full report addressed Issues Regarding Consolidation and included a Transition Planning Report. …
