San Francisco's "need" to gain the rights to the Hetch Hetchy Valley provoked a seven-year environmental struggle with the Sierra Club, led by the environmentalist John Muir. Eventually, passage of the Raker Act permitted flooding of the Valley and construction of the dam was finished in 1923.
