ThePKC'99conference, heldintheancientcapitalofKamakura, Japan, March 1-3,1999, representsthesecondconferenceintheinternationalworkshopseries dedicatedtothepracticeandtheoryinpublickeycryptography. Theprogramcommitteeoftheconferencereceived61submissionsfrom12co- triesandregions(Australia, Canada, Finland, France, Japan, SaudiArabia, S- gapore, Spain, Taiwan, UK, USA, andYugoslavia), ofwhich25wereselectedfor presentation. Allsubmissionswerereviewedbyexpertsintherelevantareas.
