A speech that was originally delivered before the United States House of Representatives on February 3, 1848 by Samuel Finley Vinton (1792-1862), an American lawyer and politician. He served as a U.S. Representative from Ohio from 1823-1837 and 1843-1851. He began his political career as an Anti-Jacksonian Democrat but later changed his party affiliation to the Whig Party. The speech includes narration in the first and third person. In this speech, Vinton criticizes the plan (backed by many Democrats at the time) to funding the ongoing prosecution of the Mexican-American War through direct taxation. He says the House of Representatives has two parties based on domestic economic policies, the "free trade party" and the "protection party." He commends the latter for raising national revenue through duties and indirect taxes as they do not "oppress the people." He lambastes the former for its proposal to directly tax the American public, "It is all just so much oppression. It gives protection to no labor or capital, nor employment to any one except the tax collector." Vinton elaborates upon his views and has taken other factors into consideration for his opposition to direct taxes, such as his belief that the Mexican-American War was unnecessary, that the economic well-being of the states has changed (and that many are now in debt), and that the U.S. already has a significant amount of national debt.…
