Synopsis

Report Of The Committee Of The General Assembly Of The State Of Delaware: Together With The Journal Of The Committee, And The Testimony Taken Before Them, In Regard To The Interference By United States Troops With The General Election Held In The State On The Fourth Day Of November, 1862. J. Kirk presents a detailed account of the Delaware General Assembly's Joint Committee on Military Interference's inquiry into Federal troop involvement in the November 4, 1862 election. The volume compiles testimony from about 124 witnesses across the state and records extensive documentary and testimonial evidence concerning invasions of Delaware by General Lockwood’s command, the Maryland Home Guards, and Provost Marshals, who were often partisan actors. It discusses arms seizures from Democratic volunteer companies, the deployment of cavalry, and the presence of troops at polling places, including Wilmington, Dover, Seaford, Milford, and Camden. The committee concludes that the invasion of Delaware by federal troops was unconstitutional, violated state sovereignty, and undermined free elections, while condemning conspirators among local citizens and urging accountability and respect for the constitutional balance between state and federal authority.
