中国自古以来就是一个多民族的国家，幅员辽阔、人口众多，各民族和谐融洽共同书写了伟大祖国的悠久历史。在我国56个民族中，全国总人口在30万人以下的人口较少民族共有28个。这些民族是：珞巴族、高山族、赫哲族、塔塔尔族、独龙族、鄂伦春族、门巴族、乌孜别克族、裕固族、俄罗斯族、保安族、德昂族、基诺族、京族、怒族、鄂温克族、普米族、阿昌族、塔吉克族、布朗族、撒拉族、毛南族、景颇族、达斡尔族、柯尔克孜族、锡伯族、仫佬族、土族。据全国第六次人口普查数据，28个人口较少民族总人口189万人。　　我国人口较少民族人口少、特点各异，居住边远、跨境民族多，群众困难多、****多，容易被忽视、面临边缘化。部分人口较少民族地区虽然经济取得较快发展，群众收入水平有了一定提高，但与发达地区相比仍有较大差距，实现人口较少民族全面可持续发展是一项长期艰巨的任务。针对人口较少民族发展的实际情况和特殊性，国家制定实施扶持人口较少民族发展专项规划，通过重点扶持，逐步缩小乃至消除人口较少民族地区与发达地区之间的发展差距，实现区域协调发展。
