Compliments of Enos W. Barnes, Editor Columbus Telegram written on the front cover. A vertical crease to this booklet, and a stain to the back cover. Appointed by Governor David B. Hill as a commissioner on prison labor reform in 1886. Despite Bookstaver and Blair's names on this report, the Allegany Historical Society maintains that this work was written entirely by Barnes. No copies recorded in OCLC.; 35 pages.
