Summarizes the state of the province immediately after the Rebellion of 1837 38, giving recommendations for governing the province, a brief history of the uprising, and a considerable discussion of the dangers from the United States. The appendix reprints numerous documents relating to the Rebellion, including militia orders, government decrees, and proclamations of the provisional government of the rebels.
