Dobry had been asked to review the system in the light of delays to decision-making and appeals; in this interim report he said the system was "over-criticised, over-worked, under-guided and under appreciated". His final recommendations focused almost entirely on improvements to process. Both themes have been regularly repeated in subsequent reviews of the system.
