About the Author

Pierre-Gerlier Forest is an associate professor in the Department of Political Science at Universit� Laval. Gregory P. Marchildon is a professor emeritus at the Institute of Health Policy, Management, and Evaluation at the University of Toronto and the founding director of the North American Observatory on Health Systems and Policies.
Tom McIntosh is an assistant professor in the Department of Political Science, and Research Faculty at the Saskatchewan Population Health and Evaluation Research Branch, University of Regina.
