The Dutch social security system contributions were calculated on wages. The decline in economica growth in the 1970s and rise of unemployment forced reconsideration of the system. This paper compares the properties & consequences of the payroll tax system with a hypothetical system in which contributions would be calculated on the basis of value added. The results of this study confirms the hypothesis that labour intensive industries bear an unfair burden in the system.
