20pp. Disbound, original printed front title wrapper. Lacking the rear wrapper. Rubberstamp of Union League of Philadelphia at upper blank portion of front wrapper. Good plus. The author, probably prominent in the Union League, inquires "whether or not the States lately in rebellion shall be at once and without further probation admitted to the enjoyment of full political rights as equal members in the common government." That is President Johnson's plan, supported by despicable Copperheads like Vallandigham. Having "scarcely as yet desisted from their desperate efforts to destroy" the Union, they would hold "an absolute controlling influence which would determine the character of our legislation and our institutions for the future." Moreover, the defeated South is unrepentant. "Thus, like the Bourbons, the South has learned nothing and forgotten nothing. Unabashed, unhumiliated, unrepentant, it comes up to us with its old swagger, yielding nothing and demanding everything, listening to no reason and threatening revolution and confusion.
