WATERMAN . [in favor] of the state road. [And] Dear Sir . that I consider the proposed canal, from Seneca Lake to Elmira, as a highly important work . Should I be elected to the Senate ." [Next paragraph] Sir: George Park from Binghamton on October 28, 1826 "in answer to your inquiry I can state, that in several conversations with Mr. John A. Collier, he as expressed himself hostile to a State Road, as compared with the Chenango Canal--speaking of it as a foolish project, of no beneficial use to this section of country, and one to which he as decidedly opposed. [and] John R. Drake of Owego "hereby certify that I am acquainted with George Park, who is Surrogate of the county of Broome; that I am acquainted with his hand writing . 16" x 12 1/2" no imprint. Bath, Nov 4, 1826 is the last line on the bottom of the page. Some type transfer due to a long period of being folded, otherwise very good condition. Thomas Glasby Waterman, (1788-1862) lawyer practiced in Owego for a few years and then settled in Binghamton, NY. He served in the lower house of the state legislature in 1826 and then from the state Senate from 1827 to 1831. He published THE JUSTICE MANUAL, OR A SUMMARY OF THE POWERS AND DUTIES OF JUSTICES OF THE PEACE IN NEW YORK STATE. Reference - Appleton's Cyclopedia of American Biography. John A. Collier, (1787-1873) jurist. Practiced law in Binghamton, NY, was elected to Congress as a Clay Democrat serving from 1831 to 1833, state comptroller 1845-6 and commissioner to revise the code in 1847. Reference - Appleton's Cyclopedia of American Biography. John R. Drake (1782-1857) was a member of Congress from 1817 to 1819 and a Judge of the court of common pleas for Tioga County, served in the state Assembly 1834, Mayor of Owego and was an important merchant who utilized the river to transport merchandise to markets. He was later a big promoter of the Erie Railroad that was chartered in 1832. Reference - Gay's Gazetteer and Directory of Tioga County, New York. .
