TONI E. FOGARTY, PhD, MPH, is an assistant professor in the Department of Public Affairs and Administration at California State University, East Bay. She serves as the graduate coordinator for the Master of Science in Health Care Administration program, and teaches courses in healthcare management, organizational change and development, healthcare finance and budgeting, research methods, and the legal and ethical aspects of healthcare.
