Original stiff printed maroon wrappers, light wear, bottom of spine splitting, otherwise fine condition. Fully illustrated. 41 pp. The last page is a letter from Robert Moses to the City Planning Commission which praises this report and provides cost figures and construction schedules for its implementation. This work, while technically produced by the engineers whose names appear on it, is actually a proposal representing a wish list for Moses, chairman of the Triborough Bridge Authority and City Construction Co-ordinator and undoubtedly produced to his exacting specifications. It includes recommendations in twelve distinct categories, including changes in zoning and off-street parking and loading, building pedestrian below-ground walkways in Times and Herald Square areas, and the building of crosstown expressways at 30th Street and just above the Battery. There are two proposals regarding busses and none involving any expansions of any mode of rail service (passenger, subway or light rail). This bias in favor of automobiles and against any form of rail mass transit was totally in line with Moses's ideas for city planning.
