Senate Journal of the Legislative Assembly of the State of Kansas

Senate Journal Of The Legislative Assembly Of The State Of Kansas by The State. This volume records the Kansas Senate’s activities in late February 1866 in Topeka, detailing morning and afternoon sessions, roll calls, votes, committee reports, engrossing, and adjournment. It traces a broad legislative agenda: infrastructure and internal improvements funded by bonds; financial governance including revenues and appropriations; laws affecting counties, education, civil and criminal procedure; land and public lands policy; immigration, militia, and university governance; along with concurrent and joint resolutions, memorials to Congress, and ceremonial resolutions. The journal documents conference committees reconciling House and Senate amendments, governor communications approving or returning bills, and enrollment-through third reading processes. The tone is formal and procedural, with frequent references to readings, amendments, and determinations of pass or fail, all culminating in sine die adjournment. This excerpt showcases post-Civil War Kansas priorities—growth through roads, railroads, schools, and sound fiscal management, balanced by regulatory reforms and governance mechanisms.
