Light scattered foxing, vertical crease at center. This is documentation of the announcement of the Emancipation Proclamation. The left column of the paper reads: A Proclamation by the President of the United States - Operations of the Confiscation Act - All Slaves in States in Rebellion January 1, 1863 to Be Free - The President Renews the Offer to Pay for the Slaves of Loyalists, &c. &c. &c. followed by the text of the Proclamation. Aside from this announcement, the first and fourth pages of the paper are dominated by war news. The middle two pages are filled with classified ads.
