13 pp. An interesting early Dakota imprint, being the first annual message of the governor. Faulk, who became territorial governor in 1866, points to the cessation of hostilities with the Indians and the pressing need for settlement of lands. "The explorations of Lieutenant G.K. Warren, Professor F.V. Hayden, and many others, have already established the proof.that the valleys adjacent to the Black Hills are admirably adapted, in soil and climate." He further announces that the "Sioux City and Big Sheyenne wagon road" will soon be completed and that its proper terminus is Virginia City. Reference is made to potential problems with the Santees or Mississippi Sioux, resulting from their Reservation being too near white settlements. The Yankton and Ponca Indians are described as "keeping their treaty stipulations unbroken." Allen, Dakota 36; Sabin 18297 Original printed wrappers.
