Solomon, Special Consultant to the U.S. President, two US Government Advisors, Richard Taitano (a Guamanian), former Director of the Office of Territories in the US Department of Interior; US Navy Commander Charles Chamberlain from CINCPAC (Office of the Commander in Chief Pacific Honolulu), and members Richard Cooper (Council of Economic Advisors); Paul Daly (Peace Corps); Donald Lindhlm (Bureau of the Budget); Professor Gerad Mangone (Maxwell School, Syracuse University); Dr Pedro Sanchez (Commissioner of Education, U.S. Virgin Islands); Howard Schnoor (US Bureau of Budget); and Cleo Shook (Consultant). The Solomon Report was submitted to Vice President (Lyndon Johnson) on October 9, 1963.
