Sources and Uses of Public Funds Study, Vol. 1: Summary Project Report; Narrative (Classic Reprint)

Explore how total public funds move through a real county to guide wiser planning.

This study uses Champaign County, Illinois, as a test case to show how data on the sources and uses of public funds can inform area-wide planning. It highlights both the potential and the challenges of assembling a comprehensive view of revenue and expenditure across multiple government levels.

The work frames what a local planning body would need to consider, from data availability and standardization to coordinating budget decisions across federal, state, and local governments. It also outlines practical steps and organizational structures that could improve how communities review needs, set priorities, and manage resources for growth.

• Learn how two broad public sectors are funded and how they share revenue.
• See why data gaps and inconsistent reporting can hinder total-budget analysis.
• Understand proposed steps for better coordination, including a Council of Governments.
• Get a sense of how a demonstration project could test new planning approaches.

Ideal for readers interested in regional planning, public finance, and how data can shape policy decisions.
