Four decades later, these promises shattered, growing numbers asked whether the nature of third-world governments lay at the root of the third world's continuing misery. This book proposes a theory that explains those shattered hopes by examining the relationships of the state and law to the inherited political, economic and social institutions that perpetuated poverty and oppression.
