Professor Schwartz argues that the stability and successful state intervention in markets that characterized the post-World War II period were not normal, but were in fact a dramatic departure from the typical processes of the global economy. He points out that the current global economy increasingly resembles that of the nineteenth century, when market pressures tended to overwhelm state policies.
