Quick rate of innovation and its development at technical, managerial, economic, social and cultural affairs and on the other hand the discussion of freedom of commercial activities and jointing to World Trade Organization (WTO) has created a specific condition for planners, policy makers, economic activist groups to find new solutions based on native measure for obtaining economic stability in the field of global affairs. In this condition having a comprehensive management system is necessary in compliance with domestic and global events by focusing on potential ability of each organization for being successful and improving the organization to be survived and improve its success at competitive market
