The statement which I have drawn up in res ponse to your request forms Chapter II. of the following booklet. Failing s trength prevents my arranging it in strict literary form; but I feel that i t is a suitable introduction to the paper of "Suggestions for Increasing Et hical Stability," which I have been asked to re-publish.
