2007年12月1日，中国环境保护部和日本环境省（以下简称“双方”）共同签署了《关于合作开展协同效应研究与示范项目的意向书》（以下简称《意向书》）。2007年12月28日，中日两国政府签署的《关于推动中日环境能源领域合作的联合公报》第三条“双方支持关于污染减排及其对减少温室气体排放的协同效应的合作研究与示范项目”再次强调了这一项目。也就是说，中日两国合作开展协同效应研究与示范项目不仅是两国环境保护管理部门的环境合作项目，而且是两国政府环境与能源领域的重点合作项目。该项目于2008年4月正式启动，截至2016年3月共实施两期。项目主要目标是落实“双方”签署的《意向书》，将解决国内的环境污染问题与解决全球的气候变化问题结合起来，量化评估中国示范城市“十一五”和“十二五”时期大气污染减排措施对全球减缓气候变化的协同效应和贡献，为有效协调国内环境保护政策与气候变化政策提供决策参考。主要内容包括：示范城市大气污染物总量减排措施对温室气体减排的协同效应评价研究；能力建设培训；技术合作等。“中日污染减排与协同效应研究示范项目”启动之初建立了中日联合工作组，由中国环境保护部大气环境管理司（原污染物排放总量控制司）司长和日本环境省水和大气环境局局长共同负责和担任组长。联合工作组其他主要成员包括中国环境保护部大气环境管理司大气固定源环境管理处（原污染物排放总量控制司大气总量处）处长、日本环境省水和大气环境局国际合作推进室室长。中国环境保护部环境与经济政策研究中心（PRCEE）和日本海外环境协力中心（OECC）为“双方”项目实施的牵头部门。项目将利用总量减排措施减排单位污染物的同时产生的温室气体减排量定义为协同效应系数，专门开发了二氧化硫和氮氧化物总量减排措施对二氧化碳等温室气体协同效应的评估方法，并运用此方法对两个示范城市——攀枝花市和湘潭市的协同效应进行了定量化评估，还对煤炭总量减排政策以及水泥窑协同处置污泥技术等进行了协同效应评估。主要结论如下：一是，中国资源型工业城市二氧化硫和氮氧化物总量减排措施对减缓全球温室气体排放总体上有显著的正协同效应，不容忽视。攀枝花市和湘潭市“十一五”二氧化硫总量减排措施协同效应系数分别为37.7和36.5，湘潭市“十二五”氮氧化物总量减排的协同效应系数为16.8。二是，实现总量减排目标采取不同类型措施、应用不同技术对减缓全球温室气体排放产生不同的协同效应，既可能有正的协同效应，也可能有负的协同效应和协同效应为零的情况存在。正的协同效应主要为源头措施，负协同效应主要为末端控制。三是，从行业角度而言，各地各行业污染物总量减排和二氧化碳减排贡献与其产业结构密切相关，但协同效应系数并不一致。协同效应系数与行业本身属性、减排措施有直接关系。四是，从减排措施来看，结构减排措施的协同效应不仅远远大于工程减排措施，而且具有较大的协同减排发展潜力。五是，相关的技术协同效应明显。湘潭市韶峰水泥厂水泥窑协同处置污泥项目氮氧化物减排的协同效应系数为40.6，二氧化硫减排量的协同效应系数可达67.3～134.7。六是，协同处置和政策措施符合源头治理理念，要比末端治理具有更显著的温室气体和污染气体减排协同效应。煤炭总量减排政策在
