Television is a mature mass media with close to eight decades of regular broadcasts since its beginnings in Germany, the UK and the USA. Rafael Sotelo is the Director of the ICT Department at the Universidad de Montevideo and an associate professor at the Universidad de la República, Uruguay. He has worked in the broadcasting and cable TV industry for 20 years.
