If this country ever needed conservation, it needs it now, in the midst of war.
The fact that this bulletin was written before the United States became involved in the war has no bearing whatever on its true timeliness. There is a distinction between what is timely and what is merely topical. The author could have inserted a sentence or so about the war every two or three pages, and that would have made this publication topical. He did not have to do this to make it timely.
