Technology transfer, also called transfer of technology, is the process of transferring technology from the places and in groups of its origination to wider distribution among more people and places. It occurs along various axes: among universities, from universities to businesses, from large businesses to smaller ones, from governments to businesses, across borders, both formally and informally, and both openly and surreptitiously. It occurs by concerted effort to share skills, knowledge, technologies, methods of manufacturing, samples of manufacturing, and facilities among governments or universities and other institutions to ensure that scientific and technological developments are accessible to a wider range of users who then further develop the technology into new products, processes, applications, materials, or services. It is closely related to knowledge transfer. Horizontal transfer is the movement of technologies from one area to another. The Federal Laboratory Consortium for Technology Transfer (FLC) is a U.S.-based nationwide network of federal laboratories that provides the forum to develop strategies and opportunities to help transfer laboratory mission technologies into commercial products. The FLC was organized in 1974 and formally chartered by the Federal Technology Transfer Act of 1986. More than 250 federal laboratories and centers and their parent departments and agencies are currently FLC members. The FLC's mission is to promote and facilitate the rapid movement of federal laboratory research results and technologies into the mainstream of the U.S. economy. Specifically, the FLC develops and tests transfer methods, addresses barriers to the process, provides training, highlights transfer efforts, and emphasizes national initiatives in which technology transfer has a role. The FLC brings laboratories together with potential developers and users of government-owned technologies. The FLC seeks to add value to the federal agencies, laboratories, and their partners to accomplish the rapid integration of research and development resources into commercial products.
