An effective state is essential to achieving socio-economic and sustainable development. About the Author
Ray Rist is a senior evaluation officer with the Operations Evaluation Department of the World Bank. He has held senior positions in both the legislative and executive branches of the United States government as well as teaching positions at Cornell University, Johns Hopkins University, and George Washington University
