We are aware that economic situations differ from province to province, but the ills that characterize the effective implementation of territorial decentralization are almost the same regardless of the province in which the ETD is located.This study shows that territorial decentralization is a very good opportunity that could enable the development of Decentralized Territorial Entities in the Democratic Republic of Congo in general, and that of BOLOMBA in particular; but its 2 key principles, namely the principle of autonomy and the principle of free administration, must be respected, so that it can be a lever that can help the country face a certain number of challenges. 76 pp. Englisch.
