(Human Resource Development ), D. Litt. (Time Management), is presently working as Joint Director with Regional Centre for Urban and Environmental Studies, University of Lucknow, Lucknow. Prior to the present assignment, he was Head of the Department of Public Administration at the Mizoram (Central) University, Aizawl. He was awarded fellowship under Colombo Plan at the University College London, U.K. and certificate course with Asina Institute of Technology, Bangkok. He is prolific writer. He has authored many books including Administrative System in India, Fiscal Federalism in India Union, Urban Local Government, and Urban Governance in South India, Decentralized Decorative Governance in New Millennium etc. His edited works include Revitalised Urban Governance, Urban Development in India, Empowerment of Women, Leaders in Making, etc. He has more than 50 papers to his credit. Dr. Singh has conducted a number of executive development programmes, and has undertaken more than two dozens of research studies on various aspects of public administration. He has attended to and presented papers at numerous national and international conferences and seminars. He has given consultancy to Government of Jharkhand on Restructuring Urban Management.
