(Human Resource Development ), D. Litt. (Time Management), is presently working as Joint Director with Regional Centre for Urban and Environmental Studies, University of Lucknow, Lucknow. Prior to the present assignment, he was Head of the Department of Public Administration at the Mizoram (Central) University, Aizawl. He was awarded fellowship under Colombo Plan at the University College London, U.K. and certificate course with Asina Institute of Technology, Bangkok. He is prolific writer.
