"...an interesting new addition to Loyalist literature.... [Titus Simons, Jr.] has not received adequate credit for what to me is his most significant contribution to the war. In late 1812 Major Simons suggested to General Sheaffe that two or three battalions be formed to create a longer-term militia service for Canadian residents. His suggestion was quickly accepted and led to the passage of a law in March 1813 to create a full-time provincial militia known as the Incorporated Militia. Simons was the first Canadian to join the Incorporated Militia and he was the highest ranking Canadian until he tendered his resignation in June 1814 after a threat of a court martial. The interesting story behind this further setback for Simons is well told by Petty." ---Dr. Ronald Doering, The Loyalist Gazette
