Early in his career he served in various administrative capacities in four municipalities―Fort Worth, Texas; Hurst, Texas; Phoenix, Arizona; and Oak Ridge, Tennessee. He consults with local governments on organizational and management concerns, including performance measurement and productivity improvement.
