In 1916 he addressed their members "this is an engineers' war, but it is more particularly a mechanical and automobile engineers' war, for the civil, mining and electrical branches of engineering, while taking their great and due share of the work, have not been responsible for the creation of either ordnance or munitions or for military transport of a kind and on a scale never before contemplated. . Yet the mechanical engineer is not a recognized factor in the army! There is no Chief Mechanical Engineer corresponding to the Engineer-in-Chief of the Fleet, and it has been necessary to create a Ministry of Munitions to deal with vital questions of production; the same applies right down the scale, with the result that men of high mechanical ability and qualifications are officered by men with only ordinary military knowledge or mere administrative capacity." The tractor trucks here shown in detail were, of course, fundamental to tank design; in fact, there were principles here that the British were late in applying since they had become dependent on tanks moving slowly ahead of the infantry. It was the engineers who saw military strategy that the older generation of British generals could not understand.
