USPS is the best in terms of service and cost efficiency ¿ even though recent overseas rates, effective January 2013, have skyrocketed. USPS requires mails sent overseas and Canada can ONLY be sent by AIRMAIL. Charged at actual cost. Other overseas shipping options are available, such as UPS, FedEx, DHL, etc.; however, they are frightfully expensive.
