Synopsis
The core focus of this publication continues to be the Constitution and the laws, executive orders, and policies governing the activities of the U.S. Intelligence Community in the national security enterprise that are most relevant in each year of publication. Under our Constitution, these operations will always be conducted in accord with, and subject to, the rule of law.
About the Author
Andrew M. Borene, of McLean, VA., is Director for the Homeland at George Mason University Law School's National Security Institute. Previously, he was a senior advisor to the Intelligence Advanced Research Projects Activity (IARPA) within ODNI. He has been an Associate Deputy General Counsel at the Pentagon and served in the Middle East as a U.S. Marine Officer.
Adam Pearlman, of Alexandria, VA., is a former Associate Deputy General Counsel of the United States Department of Defense. Mr. Pearlman previously held several positions in the U.S. Department of Justice, was a Law Clerk to the Honorable Royce C. Lamberth of the U.S. District Court for the District of Columbia, and during law school interned in the White House Counsel's Office under President George W. Bush.
Harvey Rishikof, of Washington, D.C., is the former Director Military Commissions and Convening Authority at DoD, a former senior counsel at Crowell & Moring, and served as senior policy advisor to the Director of National Counterintelligence at the Office of the Director of National Intelligence. ty
