The Social Security Act is America's foundational social welfare policy document, and it not only directs spending for about two-thirds of the entire Federal budget, but also drives welfare policy development and spending in the states and local communities. Yet, for many public policy specialists, 'think tank' policy gurus, academic researchers, and students, a grasp of the whole of American social welfare policy is elusive. This book will provide complete and up-to-date information about the specific programs administered under each of the 21 titles, as well as discussing the social welfare philosophy driving each title and the public policy questions that persist around them.
