The United States Consulates in China: a Letter With Inclosures of the Consul-General in China to the Secretary of State

The United States Consulates In China: A Letter With Inclosures Of The Consul-General In China To The Secretary Of State by George Frederick Seward. This 1867 document presents a detailed petition for reform of the United States' consular system in China. Seward, then the U.S. Consul-General in Shanghai, outlines the economic and strategic stakes of American presence in East Asia and argues for a larger, more professional staff, better training, and improved facilities at major ports. The text discusses salaries for consuls and interpreters, the need for trained officers who can speak Chinese, and the establishment of responsible prisons and jails, as well as the erection of suitable offices. It also invites legislative measures to create a permanent corps of interpreters and consular clerks, and describes the cumbersome consequences of exterritoriality without adequate enforcement mechanisms. The accompanying enclosures compile memoranda from merchants, ministers, and other officials on the administration of China policy. It documents colonial-era tensions between national prestige, commercial interests, and legal arrangements under the treaty system.
