Offset printed from typed originals, staple bound at top. Provenance: Library of Congress, with their transfer and duplicate rubber stamps on the front page, along with their 10mm "LC" perforated stamp on front page bottom. WorldCat locates NO copies. VG condition. [++] This is an argument against the adoption of a federally-mandated minimum wage (which would become law in 1938)--a controlled rant, really, that winds up making the argument that "sub-normal" people would have to be paid as much as "competent" workers, which in the author's view would destroy business in the U.S. What happens, though, in a couple of pages is that the "sub-normal" folks is established as the African American (actually "negro" with a small "N" in this text) working class The end result for the author is that paying out the minimum wage to workers in the South would cost the South "more" than the economic loss of the Civil War and slavery. There's more to the argument, but that is what it boils down to and also why I have not printed the full name of the author. This is a tough read.
