The principal objective of this study was to investigate the citizen perception on Government service delivery in Tanzania through the two platforms that the government uses in delivering services to its citizen. It also aimed at understanding the path towards value added government services (VAGS) that are highly demanded by citizen. In order to achieve this objective the following goals were identified: 1. to understand existing citizen focused VAGS delivery; 2. to understand VAGS delivery issues; 3. to understand any emerging VAGS service delivery issues; 3. to understand the level of government and citizen readiness towards VAGS; 5. to understand any service intrinsic issues related to VAGS delivery; 6. to understand any service delivery infrastructure issues towards VAGS design, development and delivery. Following these research, a number of key findings have surfaced that are important for VAGS delivery and policy implications were drawn. The key findings are: Interaction between Traditional and e-Government is Significant yet is moving in a negative direction.
