Since gold had been discovered in Ballarat in 1851 a substantial community had developed, which now needed infrastructure. Of great concern was the maintenance of a clean water supply: "there is a considerable quantity of water collected in a natural reservoir, known as the Wendouree or Yuille's swamp, . the storage of water therein might be readily increased at a small cost." (page [i]). However at the time of the report a by-law existed entitling only the residents of Ballaarat East to the water. The report concluded that this should be changed to allow all residents of Ballaarat access to the water from the swamp.
