Vision To Fulfillment is an educational tool that outlines a suggested formula as a sound approach to economic development efforts and serves as a guide for development projects. This publication includes a Model Operating and Procedures Manual for non profit development corporations and Public Private Partnerships. It also contains a glossary of finance, development, and real estate terms.
