The Water Code

Water is the constraint our industry has been slow to talk about. Gonzales makes the case clearly and backs it with evidence anyone building AI infrastructure should read."
— Chris Crosby, founder and CEO, Compass Datacenters

AI does not run on intelligence. It runs on water.

In April 2026, Phoenix activated its Stage 2 drought protocol. Four miles from City Hall, cranes were raising a data center whose cooling systems would draw from the same strained municipal supply. Nobody at the site seemed concerned. The permits were approved. The investors were committed. The drought was someone else's problem.

We talk about AI as if it lives in the cloud, weightless and immune to the physical world. It doesn't. Every query and every model runs on servers that must be cooled, and the industry has built its largest facilities in the regions most exposed to the water stress El Niño is about to deliver. When the water runs out, the AI shuts down, and the next century of computing moves somewhere else.

The sequel to The Pacific Pulse, The Water Code combines ENSO climate science, Nassim Taleb's theory of fragility, and the political economy of infrastructure to show where AI's water risk sits, who is already pricing it in, and why South America is positioned to power what comes next.

The book walks through the cases that matter: the $500 billion bet on dry ground in the American Southwest, the semiconductor plants that depend on water to function, the insurance industry quietly repricing the risk, Paraguay as the country that could power the world's AI, the X8 Cloud deal, China's push into South American infrastructure, and the danger of compute colonialism. It closes with three scenarios for 2030 and the Compute Geography Index, a reference guide to where AI can be built to last.

This book is for:

• Investors deciding where the next decade of AI infrastructure money should go.
• Tech and data center executives whose growth depends on water they don't control.
• Policymakers and utility leaders in water-stressed states weighing data center proposals.
• Latin American leaders and entrepreneurs being courted by the world's largest tech companies.
• Readers of The Pacific Pulse who want to see the climate cycle applied to the defining technology of our time.

The servers don't know the water is running out. Now you do.
